Rebecca brings a decade of experience in international humanitarian relief, especially with regards to cash transfer programming (CTP); International Human Rights and International Development, as well as Social Entrepreneurship and Microfinance. In her role as CaLP’s Asia RFP, Rebecca is responsible for designing CaLP’s regional strategy, conducting advocacy and building capacity around CTP, specifically through coordination of the Asia Regional Cash Working Group. She will also provide technical support to country-based groups in Afghanistan, Bangladesh, Myanmar, Pakistan and the Philippines; engage with key stakeholders, including INGO and local NGO networks, government bodies, UN agencies and donors on key matters of cash transfer programming, and oversee evidence based research and case studies at a regional level to institutionalize CTP in humanitarian response. Before working with CaLP, Rebecca went on secondment to the International Federation of Red Cross and Red Crescent Societies (IFRC) from the American Red Cross, supporting capacity building, preparedness and institutionalisation of CTP systems and tools. She was deployed to Kenya, Uganda, and the Philippines working with the IFRC and National Red Cross Societies to implement cash programming in emergencies, testing scale-up and new technologies, such as Beneficiary Registration databases and mobile transfer delivery mechanisms. She has lived and worked in France, South Africa, Vietnam, and Kenya and from coast-to-coast in the United States. She received her B.A. in International Studies from DePaul University in Chicago, IL.
